A petition to Kendall County Commissioners Court (KCCC) has been circulating on Facebook to stop a subdivision being planned for Old Fredericksburg Road on the Lily Ranch property between Cascade Caverns to Fair Oaks Ranch Parkway. According to the petition this is beautiful property in Southeast Kendall County where a 500-home project will destroy the ambiance of a rural-like area.

The petitioners state that Heli Investments, a San Antonio-based developer founded by Joshua Cude in 2016, wants to develop the area with “homes which will most likely be low-quality eyesores like those at Southglen on Cascade Cavern(s) Road which were built on unstable fill piles in a flood-prone watershed.”

Some other concerns mentioned by the petitioners include:

  • Property lies within the Balcones Creek Watershed; a portion lies within a FEMA-designated “Zone AE” Floodway; and it is also on the edge of an Edwards Aquifer contributing zone.

  • 500 homes on 120 acres is five to six homes per acre and another 1,500+ residents in the neighborhood.

  • Joshua Cude’s other company, Cude Engineers, was the site engineer at the Southglen subdivision which was cited/investigated six times by the TCEQ in 2018 for stormwater-related BMP violations.

  • Schwarz’s Cave and salamanders have been documented on the edge of the property as well as one other undocumented cave, a family cemetery, and an Indian burial ground according to neighbors.

  • Infrastructure needs and costs.

  • The property is within the San Antonio ETJ.

Area residents are asked to e-mail the Kendall County Commissioners Court (commissionerscourt@co.kendall.tx.us) to show opposition to the planned development.
